The South Seas Rebellion

The Trouble Begins
When Lady Kaira Calvert succeeded her father as Governor of Kingsport, she immediately began a harsh program to eliminate the growing threat of piracy.
She began by imposing martial law on the smaller islands of the Jewel Archipelago, using Imperial Navy ships to blockade ports and throttle the smaller trading ports. Within four months, the Imperial Government had full control of trade in the islands, with little to show in the effort to thwart piracy.
The citizens of the archipelago quickly began to feel ill-used, with their freedoms and profits cut down, and it wasn’t long before unruly sailors began to defect to the Bladed Isles to take up piracy.
The Kingsport Riots
A year after Lady Calvert took control, the first of the riots began, in Kingsport itself, no less. Sailors land-locked by Navy blockades stormed the city from the docks, pushing all the way to the gates of Old City itself before they could be dispersed.
Since, there have been hundreds of riots across the Southern Seas. Some grew from riots to outright rebellion. Some smaller islands, ones to which only a single ship had been stationed, were able to push the Imperial Marines back to the sea.
Pirate Nations
With Islands declaring independence from the Empire, they needed to band together to pose a credible defense against the might of the Imperial Navy. Enter the Council of Pirate Kings. Led by the Pirate Queen Belit, the pirates of the Southern Seas are more unified than ever, and they have began to act as the navy for the rebel islands. Few pirate ships can stand and fight against an imperial man-o-war, but the captains are crafty and unscrupulous combatants, and by ganging up on single ships and employing underhanded tactics.
Unfortunately this has led to Navy ships cracking down even harder on merchant ships to prevent pirates from employing such tactics. This has only led to more rebellion.
The War Against Piracy
A year and a half after Lady Calvert took control, she finally made her move to wipe out the pirates. A vast fleet moved against the Bladed Isles, led by small gunny-boats to navigate carefully through the jagged rocks. They fell on Rumbottom Cove in a storm of fire and fury, but found the capital of the pirate nation nearly deserted. The Pirate Kings had moved their court before the Navy could arrive.
